I am sending this message to anyone/everyone that will listen because I believe it could SAVE COUNTLESS INNOCENT LIVES!
Recent events (Virginia Tech Massacre) as well as many other tragedies around the world (Hurricanes, tornados, terrorist attacks, etc.) all share something in common…
THE DEATHS OF INNOCENT PEOPLE!
In each case, efficient use of communication could have saved lives. Reverse 911 calls have helped save lives for quite some time. Yet, for some reason, emergency broadcasts are not being utilized with cell phones.
Using current technology, we can triangulate a person’s location using the service towers their cell phones are linked to. Ok… so why don’t we send emergency broadcasts to warn people (via SMS – text messages) of threats in a specific area? Mass text messaging is already being used for “Amber Alerts” as well as various other notifications (i.e. announcement from your cell phone service provider).
I have been researching the limitations of cellular networks and thus far I cannot find ANYTHING that might inhibit a system of Cellular Emergency Broadcasts. If there is some reason this system wouldn’t work… I know we can figure out a way that it could.

This great. I’m glad you put this up so that people realize that it is an option that could help to save lives. I don’t know if you know this, but CU does have reverse 911 set up for the classrooms. If something horrible like the VATech massacre was to happen here, all of the classrooms with phones would be immediately called. However, all classrooms do not currently have phones. Also, I don’t think that student would get text messages on their personal phones. Something that would stop student from coming to campus during a crisis. So, while these techniques are being implemented, many kinks still need to be worked out, and we should be pushing administrators to fine tune the system before it is neeeded.
I continue to research this issue and I still have not found ANY reason we can’t do this (with current technology). Outside the U.S. many countries use cell phones as their primary means of communication and sometimes it is the only one. Think of the applications for Natural disasters alone.
